When it comes to skincare, serums are true game-changers. But choosing the right one can quickly become complicated. Whether a formulation is water-based or oil-based has less to do with the skin feel – and everything to do with the ingredients. This is because active ingredients need the right environment to remain stable and unfold their effect on the skin.
Some ingredients – such as hyaluronic acid, niacinamide or panthenol – are water-soluble. This means they can only be meaningfully incorporated into an aqueous phase.
Other active ingredients, however, such as retinol, certain vitamins (e.g. vitamin E) or fat-soluble plant extracts, are not water-soluble. They need an oil or lipids as a carrier to penetrate the skin – and to become effective there.
The choice between water or oil is therefore primarily related to the chemistry of the active ingredients. A formulation is always designed to transport the active ingredients it contains in the best possible way – and this is only possible if they are soluble in the respective base.
In short: whether a product has water or oil as a base determines which active ingredients can be formulated stably and effectively.

Kurz gesagt: Ob ein Produkt Wasser oder Öl als Basis hat, entscheidet welche Wirkstoffe überhaupt stabil und wirksam formuliert werden können.
